why is livejournal's UI so weird?

I can't help noticing that LJ's UI is rather strange. Some pages get links to the usual useful stuff (your diary, friends page, user info), and some don't. Sometimes there's a bar at the bottom with links to the LJ homepage, site map, etc, sometimes not. Sometimes there's a 'preview' option when you're entering comments or journal entries, sometimes not. Your friends page is in a style you select, but follow a link into a comments page and it's something else. And this evening it took me ages to find (using w3m) a link to the 'post new diary entry' page: I had to look in the site map...
